If you have implants that take away END and you have Zero in the END skill , you cannot take a LOM or a Drug. (Tried the Black Dragon Drugs, Mushroom and Nightshade drugs)
The implants I had in

Total of -50 END from 3 implants lol. This leaves me with 14 STA in the runner vitals area.
When you try to take a LOM or Drug, you get the "You are too much out of breath to perform this action"
