this doesn't seem to be wrote down anywhere but it definately should be.. you don't need GM's to cap you by giving you a template of strange point distribution, a lom from each skillset has been changed to give a single level per lom without any other effects, those loms being:
int - willpower
str - transport
con - xray resist
dex - vehicle use
psi - psi power
on the flipside there are no loms that actually remove these values =)
additional/ just making it simple.. the hc pe pas are the same TL reqs as the dex pa's, seeing as the cap values are 20 difference shouldn't the str armours be lower TL.. the pa4 is impossible to wear, and pa3 requires excessive drugging
