None of the APU spells do DoT, the frost spells don't para, and my poison nailgun doesn't do DoT either

that frost spell is not for para :p its actually a HL!!!

Thats not a bug.
its actually not finally decided if weapons/psi modules will have a fixed amount of DOT damage, or if we implement mods, that players allow to split up the instant damage into instantdmg+dotdmg.
