Not saying its a bug, but a major dislike, and an inconvenience.
High damage/low freq weapons are much more effective against mobs in that they lower their armor resistances significantly after a couple shots while mobs are basically almost dead by the time low dmg/high freq weapons hit them enough.
Instead of allowing most weapons to be viable against mobs, this limits it to the high damage low freq weapons in a major way.
I tested with a poison modded nailgun against chaos creepers doing ~250 damage a hit while the gatlin pistol thats 2 tls higher only did about 40per hit, 4x per burst, thats a 130 dmg difference in the first few hits, and the gatlin pistol went up 1 dmg per hit each burst while the nailgun went up in increments of about 12. With it being poison modded its also my understanding that the mobs dealing that damage should be more resistant to it.
Also, this was tested with the ionic shotgun pistol, which did about 3x the nailgun damage, and increased in about 40-50 damage per shot.
This also puts some classes at an advantage over others in leveling, which can be a major influence in char diversity.
Locational resists are complicated enough, make the values static.
