Neocronicle is back

Finally here it is! Yes, we know you had to wait for a long time now, and there are several reasons why it took so long. Some of them will be discussed somewhere else, but one of them is that we are still working on a new system for the Neocronicle Sites. Maybe we can present the new outfit next week!

Yes, you got that right! There will definately be another Neocronicle next Monday. And the Monday after that. And every Monday after that as well.

But now enjoy reading this issue with some real big stories: The Canyon and Art Jephersons death! We have also added the Neocron City law as attachement [an example from Mars]. So long and see you next time.



The Canyon

Many readers already know, that there has been a lot activity in the old Canyon, the Neocronicle wants to tell you the whole story from the beginning.

We heard rumors in Neocron, that the Dome of York something had plans for the Canyon. Spies, eavesdropping on DoY meetings, affirmed that, but they weren’t able to get the facts Neocron needed to take action at this early stage.

A few weeks ago, one of Jack Reds contacts in the Dome got in touch with him and told him that he had some important information. Jack met him in the Outzone and what he told him was very interesting. He said that the Fallen Angels in cooperation with the Twilight Guardian had constructed a laboratory in the Canyon. Inside this converted apartment we would find all the answers Neocron needed. Jack Red knew that alone he would have no chance of arriving at the Canyon alive, or finding the apartment. Because of this he called for the assistance of loyal Neocron Runners. Together they hit the road, beat the abhorrent mutants in the Canyon and found the Fallen Angels lab. But the secret apartment was well protected. The fighters of Neocron had a hard fight against the security turrets and guards, but they succeeded after all and were able to shutdown the security system temporarily. Jack used the time to download all files and to open an escape route.

Unfortunately the files turned out to be some old statistics about the radiation in the Canyon. Jack Reds contact person must have been wrong. But now it was known, that the Dome planned something in the Canyon and Neocron was ready to counter the threat.

Thereupon it the military of Neocron build some camps to observe further activities of the DOY troops. However the next bad news commes very fast. only after a few days the contact to the camps brake down from one moment on the others. It was very improbable that it concerned only a technical defect. Susan Swift and Jack Red mobilize again a powerful troop, in order to accomplish a search and a rescue mission.

For confusion to all the camps were founded abandoned. there were clear traces, which referred to a violent fight. The sorrow for the crew of the camps was naturally large. The City Admin will never permit Neocron, that their citizens are kidnapped and possibly tortured. So a resolution release immediately to save the missed ones under all circumstances. So the search for the missed ones began in the extremely hostile area of the desert and the close canyon. The innumerable dangers demanded a high blood duty and many runners lying remained in the hot sand of the desert. But Neocron does not leave his heroes! selfless and courageous runners stayed by their fellow combatants, in order to heal the wounded ones and to accompany them surely back to Neocron. Here our all thanks particularly apply for the healer which went into large personal danger, in order to supply the wounded ones.

Soon scouts discovered a secret hiding place in which DOY troops kept our fellow citizens imprisoned. Our courageous runners fell itself into combat and after a short time all the resistance of the DOY troops was broken and the camp was secured. To supply the survivors medically a troop transporter brought them back to Neocron. Also our pleased heroes were transferred after Neocron and buried there with all honours. Neocron grieves for his heros and prepares for the renewed threat by the Dome of York.

It turned out later, that the whole kidnapping was a cowardly trick by the Dome. They used the time, Neocron needed for the rescue of their brave soldiers, to bed in the Canyon. They ran in the Canyon unnoticed, which the Fallen Angels laboratory made radiate-free before, and locked all entrances. What further plans the Dome of York has with the Canyon is unknown, but we can be sure that it will be directed against Neocron. Stay alert and armed. Difficult times will come to Neocron.



Art Jepherson murdered

„A hard hit for Neocron“ said Neocron City Governor Susan Swift after the incident in the Pepper Park happened. Now she herself has stepped backed from her position as City Governor to concentrate on the investigations against the murderers of her fiancé and Lioon Reza's appointed successor Art Jepherson herself. But what's the full story?

Everybody could she how nervous Susan Swift was, when she asked the Neocron's runners for support a few days ago. Art Jepherson, her fiancé and Lioon Reza's appointed successor, went to the Pepper Park. Without security. Without letting anyone know about this. All Miss Swift found was a notice which led her to the Bum Asylum in Pepper Park sector 3. Being concerned about his live she called the runners to support her finding him.

That's where the sad story begins. Of course one could think that a man visits the Pepper Park for his own entertainment, and of course, Susan Swift is an attractive person. But what happened to the city that some runners called for some physical consideration before they help finding Mr. Jepherson? In the end Miss Swift had to go almost on her own.

The Pepper Park is still a dangerous district full of criminals. Seems that clubs like those owned by the Red Pepper Entertainment Group always attract crime. And the note which led her to the Bum Asylum is a clue that Art Jepherson wasn't here for entertainment as well (why should he with a woman like Miss Swift on his side?). And indeed, not far away from the Bum Asylum the first criminals where spotted.

And something else was spotted as well: A body lying on the ground. It was not possible to get close to that body on her own, but she was sure that she recognized Art Jepherson. Only with the support of some CopBOT she was able to survive this situation. Later that evening the NCPD recovered the body and it was indeed Mr. Jepherson. They also found his Gene Replication data destroyed.

With the support of the runners it would have been possible to arrest some of the murderers, but this was not the case. Now all the CityAdmin has are some clues about the deletion of the Gene Rep data and reports about the sighting of Voice o the Resistance reporter Ricky Roma. Is the Voice of the Resistance so short on news that they have to produce their own headlines? If that is the case, they had success this time. It is also clear now that Art Jepherson was blackmailed and that this was the reason why Mr. Jepherson went to the Pepper Park without any back up.

One day after this incident Miss Susan Swift gave an official statement that she will step back from her position as Neocron City Governor. She wants to get to all those who are responsible for her fiancés death and switches to Neocrons secret service for that reason. Close friends of her are anxious that this is not a good decision for her. But this step is done now.

We from the Neocronicle want to offer our condolences and grant Misses Swift all support she needs to arrest the murderers and hope that counts for the rest of the city as well. We are also shocked about some comments on the streets we hear from some runners ("She is single again? Sex!") and hope that the Red Pepper Entertainment Group can help these apparently lonely runners to get back to a normal relationship to life again.

The former Neocronicle Reporter Jack Red will take Miss Swifts position. As he will be busy with his new job, there will be not much time to write many articles for the Neocronicle anymore. Mr. Henry Dorsett stays Neocron City Governor. We are sure that these to will do an excellent job!

New kind of the flu disease strikes Runners – ProtoPharm will help

During the last view weeks and months there has been a terrible decrease in the activity of Neocron runners and Clans in the factions. Up to now it was a mystery. But as the Neocronicle has learned from several internal ProtoPharm memos, obtained from a member of the Firm’s inner circle, the present situation is caused by a special new form of the flu. A memo goes on to state that Protopharm is rushing the research on a special medicine and is now almost ready to give it to the medics of Neocron.
I spoke to the press relations officer Erik Flynn and leaned more about the “present critical situation”. “If we are able to heal the runners still confined, ill, in their beds I’m sure that the somewhat boring situation on the streets will return to normal soon.” stated Flynn.



Nightmare Scene at Tescom

The nightmare began innocently enough with a call to arms from a runner named Dave on the Neocron Alliance communication system. The Outpost at Tescom Uplink was being attacked by a large group of Fallen Angel renegades. A repair crew consisting of 3 runners that happened to be at the outpost was valiantly resisting the onslaught but not being armed for combat, were not having it easy with at least 200 Fallen Angels surging around the rotten boxes that were the defenders only cover. The defenders return fire slowly became less and less (I can only surmise that they were running low on ammunition) until a white flag was raised.

The showing of the white flag is generally accepted as a sign of surrender and it is expected that the surrendered combatants will be
afforded decent treatment and medical care. You can imagine my horror...

...when the entire horde descended on the small band and began to fight over their belongings. It may sound callous but I was actually happy when I realized that 2 of the heroes had died of their wounds. As I watched in horror, the undisciplined ragtag band of dogs didn't even take the time to remove items, if it was a wristwatch that took their fancy they simply hacked the limb off. The Heroes of Neocron some of Reza's fairest were simply torn apart for their goods. The screams of the wounded dieing woman is a sound that will haunt my nights for a long time to come.

Before their move to the Dome Of York, the Fallen Angels were regarded as an intelligent and articulate group of people that would have been welcomed back to Reza with wide open arms. This was not the Fallen angels of old, this was a ghoulish swarm of locusts dancing a macabre dance of death. This reporter can only surmise that the depravity of the Dome is complete, when a society has nothing but lies to eat and promises to wear like these poor wretches and they suffer the way the dome inhabitants have been forced to suffer: this type of insanity can be the only result. The path before us is clear, we must bring these war criminals to justice or simply exterminate them like the mad dogs they must be.

Q: There are critics who would argue that your firm is compromising the secure situation in Neocron by selling weapons to everybody. Would you care to comment on this allegation?
A: Everybody, even the critics, will sleep a lot better if there is a gatling under their bed. No matter if it is a gatling pistol, rifle, or cannon.

Q: Ok, what will be done in the next 100 years by A & W?
A: As always, we will sell high quality weapon systems. Also we will research new weapons in co-operation with Tangent Technology Inc. There may be some new developments already on the way to the sales counters as we speak.

Preamble

All Neocron factions need a peaceful cooperation for the benefit of the city and
facing the threat from outside.
We proudly declare that most people are peaceful but laws are still neccessary.

1. Citizen Behavior

1.0 Basic rights

Can be suspended in certain situations.
Every citizen has the right to defend himself and his property.
Every citizen has the right to appeal to the city council over his faction council if
the problem is of city interest.

1.1 In the city

a) Killing and/or hurting of neocron citizens or guests of the city is forbidden.
The only exceptions are cases of self-defense, wanted criminals or attacking DoY members.

b) Hacking of belts from neocron citizen with positive or neutral SL is forbidden. (Green Belt Rule)

c) Guests of the city of neocron are not allowed to use any force (including verbal force).

d) These rules apply also in the unguarded sector of the city.
Exceptions to a) and b) are wanted criminals.

1.2 Behavior for crimes

a) Warn
The runner or clan has to be warned about his action and be asked to stop it.
The runner has to be pointed out at the City Laws.
Citizens should call immediately the CA or security troops if they notice any crime.

b) Report - mail
Through verbrecher@neocroncity-portal.de you can directly report a crime directly to the
responsible centers.

1.3 Consequences from crimes

a) Murder
CA members or their helpers will call the murderer to account and can shoot him according
to martial law.

b) Hurting
The bare hurting of citizen or guests can also be punished depending on situation by an
administrative fine.

c) Belthack from green belts.
The runner must return the hacked items or restitute the money worth of the items if owner
accepts this arrangement.

d) Trade crimes
Are regulated in section 2.

e) Recurrent crimes
The runner will be reported by the CA, Clan leaders, Council Chairmen, and others, to
the city council and if found guilty entered in the criminal catalog.

f) If guests violate 1.1 c) they will be expelled from the city or shot dead.

g) Criminal Catalog
List of all wanted criminals which will be posted in all known forums and published
in the city council bulletin.

1.4 CA and City Council rules

a) The CA is not obligated to clarify the actual state of affairs and can call the suspect to account
on their judgement.(Deedrah's Law)

b) Complaints about the behavior of CityAdmin members or their helpers can be sent to
- their CA Clan Leaders
- the Faction Council
- the Members of the Council
- or the City Council .
At the very least, the CAdministration and the MoC should be informed.

c) City Council
The city council can outlaw runner or complete clan on its own judgement and add them to the criminal
Catalog.(Storm Law)

1.5 Behavior at problems between Clans or Factions of the City

a) First Measures
One should only defend himself and not escalate the fighting. Paragraph 1.3 apply here.

b) Report
The incidence should be reported to
-own Clan leader / Faction Council Chairmen
-opposing Clan leader / Faction Council Chairmen
For severe problems the Faction Council Members, MoC and the City Council and also the Governors
are available.

c) Waiting time for clan/faction incidences
No clan or faction can react fast on incidences.
Because of this a standard waiting time till reaction was agreed upon.

If the incidence occurs between Friday and next Friday the following Sunday
(20:00, City Council Meeting) is the deadline.
So every incidence has at least 2 days for handling.

Example: If the incidence happens Saturday the faction/clan has time to handle it
till next Friday and maybe bring up the incidence up to the City Council.

d) Dealing with the problem

- if possible the involved clan/faction representants should get together and settle it amicably.

- if necessary the MoC, City Council and the Governors can be called as board of arbitration, that's
why they are there..

- alternatively for clans the conflict can be battled in an NFL-match or in a cage (f.e. Jerk).
Council Chairmans, MoC, Governors or other runners agreed upon by both parties can act as referees.

2. Trading

2.1 With Factions friendly to the City

a) The trading in goods/services with terrorists, rebels, criminals is forbidden.

Exceptions can be permitted only by the city council or the governors.

Exceptions on faction products/services can be permitted by the faction councils with information
of the city council.

b) Trading with CM is generally allowed and desired.

c) At trading runners should not be taken in or defrauded.
Especially trading with new citizens of the city should be fair.

2.2 With other factions

a) The export of goods/services to Dome of York citizens or their supporters is forbidden.

Exceptions can be permitted only by the city council or the governors.

Exceptions on faction products/services can be permitted by the faction councils with information
of the city council.

b) The import of goods/services from Dome of York citizens or their helpers is allowed only in
exceptional cases or for the benefit of Neocron City.

The own faction council or the CA has to be consulted if the import needs a special return service.

c) Generally the import of dome products should be done by using HackNet or by using the factions
spy networks.

d) Trading with AB or other block-free runners is allowed.
Block-free means that they don't belong to the Dome or NC and CM.

2.3 Trading crimes

a) Violation of 2.1 and 2.2 can be punished by CA or their helpers depending on the
severity of the crime by issuing an administrative fine or by death penalty.

b) Especially severe crimes can be given to the faction council members, MoC or the City Council
to be judged.

3. Boards of the city

3.1 The City Council

The city council was founded by Lioon Reza an the two governors to give the factions of the city
a forum which they can use to organize themselves.

The legitimacy of the council is based on the two governors and the direct mandate from Lioon Reza.

The city council decrees laws and directives with validity in the bounds of the City of Neocron
and generally for the citizens of the City of Neocron.

It is the highest arbitrative board for problems within the city or between citizens.

a) Composition
per faction :
- 2 Members of Council (MoC)
- max 3 elected faction council members
- the 2 governors
- depending on meeting representatives of the CM as observers.
- other faction representatives have observer rights and can be in the meetings but be passive.

b) Leadership
The Council is lead by the two governors, Jack Red and Henry Dorsett in the name
of Lioon Reza. Therefore they are also members of the council.

c) Meetings
The Council meetings are weekly sundays 20.00 CET at a currently secret location.

d) Votings / Decisions
Every faction has 2 votes, every governor one vote. So there are 14 votes in total.
If decisions are of CM interest the CM have also 2 votes.

The votes from the faction should reflect the wishes of the faction. That means that the
respective representant, mostly the MoC, have to ask the faction and the faction clans and
vote respecting the wishes they got from their faction.

Votings normally concern topics of interest for the whole city and can be started by
governors or a representat chosen by them.

Votings have always binding character for the factions.

e) Speaker
The Council has a speaker, right now the NX MoC Bullenbeisser.

f) City Council Bulletin
The bulletin with actual info is issued by the speaker of the council after the meetings in the
Neocronicle Newsboard.(CityCom -> Neocronicle -> Newsboard)

g) Security administrator
The Council has a security administrator for itself and the city, right now the CA MoC Tlaloc Lionheart.

3.2 Faction Council Members

a) Have to be elected in the elections of their faction.

b) The Council Chairman (CC) and other 2 faction council members should actively take part in the
city council.
Other faction council members can passively take part in the City Council.

3.3 Member of Council, MoC

a) The MoC are officially nominated by the governors, 2 per faction.

b) They are seen as special members of their faction council and should keep the faction council working
with their dedication and their knowledge. Also they should help the elected members in their work
for the faction.

c) They should help and provide info for the faction like the other elected council members.
If a faction member or clan has a problem or wants to make an event they can help too.
Its worth to ask them if they may have a job.

d) The MoC award the faction medals if no CC is active.

We will work on the language for the next issue and give our proofreaders some more time to work on that. THey were quiet busy the last (european) nights.

Hahahaha @ those City laws, I think the whole of Terra forgot to sign up. Good luck to anyone who tries to impose that on the English community - not hacking greensoulight belts indeed. How enlightened....

A good read, and glad to see it back, but I have to say the first two stories go completely off the rails due to atrocious grammar and spelling errors, I found it really hard to follow what was being written. Did you babelfish it straight from German or something? The later stories were fine.
